How can i stop the steam engines boiling up for hours and engulfing my house in sulphur dioxide fumes?

steam engines are not covered by nuisance laws and the environmental health can't or won't stop it. it's making me ill and i've been told to move which of course i don't want to do but will have to as sleeping rough for a disabled man is not really viable, help!
