How do i fix this neighbor problem?

there are these people that live across the street from me and they are a nuisance. this guy he beats his wife right in the middle of the street, when he cleans his car he throws the garbage on my property, the cops are constantly called, and they play their music real loud at night. how do i handle this? i have been living in this neighborhood for 19 yrs so don't say move out. And they were only in this neighborhood for only about a yr. What do I do?
