If I'm walking my dog...?

On a lead, in a public place, do I have the right to ask other people who have dogs running free to keep their dogs away from me and my dog? Hes scared of other dogs and will bark and jump if they come close. I ask people to get their dogs under control but they tell me its my fault for causing trouble. Surely their dogs are the nuisance, un controlled and coming up to me when I dont want them to? The other people say I must put up with other dogs to come up to me, because I have a dog. Would I have to tolerate them jumping all over me if I didnt have a dog?
