If proof coins aren't in protectors can the be considered proofs?

I was bidding on some proof coins at lower than level spot silver prices (yes even with shipping) but the coins are loose,they are not in protectors .So wouldn't they be considered circulated coins or is a proof coin a proof because the way it was stuck and thats the bottom line?
