What really is sexual orientation?

I've heard that everyone is born with bisexual tendencies, and that one's environment and choices largely dictate which gender a person is attracted too. Yet I've also heard that being either homosexual or hetero is strictly genetic and there is no choice. Is the first statement just completely false? Please don't answer in all caps either...my ears are sensitive.
